FSSAI categories explained

1. Basic Registration — for petty dairy businesses

If your turnover is under ₹12 lakh per year and you don’t run a processing unit, Basic Registration is all you need. Annual fee is just ₹100. Milk-delivery routes, single-village milk sellers, and small tea-stall owners typically fall in this tier. Documents required are minimal — Aadhaar, photo, address proof.

2. State License — for growing dairies

If you handle 500-10,000 litres per day, or have turnover between ₹12 lakh and ₹20 crore, you need a State License. Annual fees range from ₹2,000-5,000 depending on the scale. Most urban dairies, small processing units, and district-level collection centres fall here. You will need a water test report, a layout plan, and possibly a NOC from your local municipality.

3. Central License — for large and multi-state dairies

Turnover above ₹20 crore, multi-state operations, exports, or processing 50,000+ litres per day — all trigger a Central License. Annual fee is ₹7,500, but the documentation is much more detailed (HACCP plan, recall procedures, food safety management system). Expect a site-inspection visit before approval.

  2. Register with your mobile number and email. You’ll get an OTP.
  3. Select “Apply for New License” and choose Basic, State or Central based on this calculator.
  4. Fill Form A (Basic) or Form B (State/Central) with complete business details.
  5. Upload the documents listed above as PDF or JPG.
  6. Pay the fee online via net banking, UPI or card.
  7. Download the provisional receipt with your application number (ARN). Use this to track status.

Is FSSAI registration mandatory for a milk delivery business?

Yes. Any Food Business Operator (FBO) who handles, sells or distributes milk must have an FSSAI registration or license under the Food Safety and Standards Act 2006. The only question is which category — Basic (≤₹12 lakh turnover), State (₹12 lakh - ₹20 crore) or Central (₹20+ crore, multi-state, or exporter).

What is the cheapest FSSAI license for a new dairy business?

Basic Registration costs ₹100 per year (or ₹500 for 5 years) and is available to petty FBOs with turnover under ₹12 lakh, single-location, no processing unit. Most small milk delivery routes with 20-100 customers start here. You can upgrade to a State License once you grow.

What are the penalties for operating without FSSAI?

In practice, small businesses are usually asked to register first and fined only for repeat violations — but you lose credibility with customers and cannot sell to supermarkets or apps.
